Performance & Outcomes Reporting

The Chief Performance Office  plays a vital role in coordinating outcomes and performance reporting across Vermont state government every year. By tracking progress on key population-level indicators and programmatic performance measures, the office ensures transparency, accountability, and data-driven decision-making in government. Annual Outcomes Report

In 2014, the Vermont State Legislature passed Act 186, also known as the Outcomes Bill, to strengthen accountability and inform decision-making within state government. This law established ten aspirational outcomes of well-being for Vermonters: 

  1. Vermont has a prosperous economy
  2. Vermonters are healthy
  3. Vermont's environment is clean and sustainable
  4. Vermont is a safe place to live
  5. Vermont's families are safe, nurturing, stable and supported
  6. Vermont's children and young people achieve their potential
  7. Vermont's elders live with dignity and in settings they prefer
  8. Vermonters with disabilities live with dignity and in settings they prefer
  9. Vermont has an open, effective, and inclusive government
  10. Vermont's state infrastructure meets the needs of Vermonters, the economy, and the environment

Each outcome is linked to specific indicators that quantify Vermont’s progress on a population level, offering a clear picture of how well the state is serving its residents. These indicators provide critical data that reflect the state’s performance and the effectiveness of policies and programs in meeting the needs of residents. This data-driven approach allows for continuous monitoring, enabling state leaders, agencies, and communities to make informed decisions, adjust strategies, and focus resources where they are needed most to achieve sustainable improvements in the lives of Vermonters.

As outlined in 3 VSA §2311 (a), the Chief Performance Officer is required to submit an Annual Outcomes Report to the General Assembly by September 30 of each year. This report demonstrates the state's progress in achieving the population-level outcomes defined in the legislation, providing data on the indicators that measure various aspects of quality of life in Vermont.

Programmatic Performance Measure Budget Report

Organizational performance management is crucial in government, as it ensures accountability, transparency, and effective use of public resources. By systematically assessing performance, government programs can identify areas for improvement, set clear objectives, and make informed decisions that enhance service delivery to citizens. These practices also foster a culture of continuous improvement, aligning government actions with public expectations and policy goals, ultimately leading to better outcomes for the community and increased public trust.

Programmatic performance measures are reported along with the budget, as required by 32 V.S.A. §307 (c)(2). Collecting and analyzing data on performance measures is essential for an effective budget process, as it enables more: 

  • Informed decision-making: Incorporating performance measures into the budget process allows for a more informed allocation of resources. With performance data, budget decisions can be made based on objective data rather than subjective opinions.
  • Accountability and transparency: Reporting on performance measures also ensures that organizational performance is transparent to leadership, the legislature, and the public.
  • Continuous improvement: Performance measures enable programs to assess the efficiency and effectiveness of their operations. This information can guide decisions to reallocate resources from underperforming areas to those that deliver better results. Regularly collecting and analyzing performance data also facilitates a culture of continuous improvement. Organizations can identify areas for enhancement, adjust, and track progress over time.
