Enterprise Resource Planning (ERP) Modernization: Enhancing our State's Operations
Welcome to the ERP Modernization Program – a visionary initiative aimed at revolutionizing the way we operate across Vermont’s state departments. The ERP Modernization Program is a state-wide initiative to replace outdated systems with Workday, a modern, cloud-based platform. This transformation will upgrade and streamline our core enterprise systems—covering HR, finance, and budget management.
What’s Changing?
The modernization will impact key systems, including VTHR, VISION, and the budgeting platform, Vantage. While our current systems have served us well, they are aging and lack the capabilities needed for modern, efficient operations. Workday is a cutting-edge, cloud-based software platform that’s designed to help organizations and businesses make faster decisions, improve operations, and empower their employees.
By adopting Workday, we’re streamlining processes, enhancing user experiences, and driving efficiency at every level. This transformation ensures our systems are more secure, reliable, and aligned with future needs, empowering state employees and benefiting the community we serve.
Key Benefits for Users:

- Data integration: Unified data systems improve reporting accuracy and enable data-driven decision-making.
- Cost savings: Consolidation of licenses and a shift to a SaaS model lower long-term maintenance cost.
- Security and compliance: Modern, robust security features enhance data protection and meet regulatory standards.
- Scalability and futureproofing: The system’s scalable nature supports long-term growth and evolving state needs.
What Does Implementation Look Like?
Change on this scale does not happen overnight—this is a multi-year journey, spanning four years and multiple phases. We will begin the transition with HCM, followed by Finance and conclude with People Analytics. Business transformation will span all phases of the program, as we carefully consider how our business processes will transition to Workday. In addition, change management support including clear communication and guidance will be provided throughout.
How Does it Impact You?
Your systems are changing. Instead of having separate HR and Financial systems, we will now be able to operate more efficiently and collaborate in one system.
This won’t happen overnight. The multi-year timeline is intentional to allow the time for proper design, testing, training, and communications.
We are here to support you. While the impact of the ERP Modernization Program will be significant, we are here to support you through the implementation. Our commitment is to keep you informed every step of the way, sharing progress updates and celebrating key milestones. We’re also dedicated to involving impacted stakeholders at important steps to ensure a smooth and successful journey for everyone involved.
