The Emergency Board includes the Governor and the Chairs of certain Legislative standing committees (Senate Appropriations, Senate Finance, House Appropriations, and House Ways and Means). The State’s Emergency Board officially adopts revenue forecasts for certain major funds in January and July of each year, in accordance with 32 V.S.A. §305(a), or in the interim, as necessary. The forecast is developed jointly by two economists, one each representing the Administration (below) and the Legislature.
