Justin Johnson was appointed Secretary of the Vermont Agency of Administration by Governor Peter Shumlin in January 2015.  Prior to his appointment, Johnson served as the Deputy Secretary of the Vermont Agency of Natural Resources from 2013 to 2014.  Prior to this, Secretary Johnson served as both Commissioner and Deputy Commissioner of the Vermont Department of Environmental Conservation under two Governors since December 2006.


He brings with him twenty years’ experience in public management and policy development at the federal, state and local level in both Australia and the USA.  He previously served as a senior executive at the Mornington Peninsula Shire, a large municipal government in the state of Victoria, Australia.  Secretary Johnson spent three years as Chief-of-Staff to a member of the Australian House of Representatives overseeing constituent services, policy development, research, and staffing.


He holds a BA (Journalism) from Royal Melbourne Institute of Technology (RMIT), Melbourne, Victoria, Australia; he is also a graduate of the Vermont Public Managers Program and the Agency of Natural Resources Leadership and Management Program.


Married with three children, Secretary Johnson lives Barre, VT.
